Applying for a Certificate of Registration


Individuals or companies who rent motor vehicles to others within the Commonwealth for a period of less than 12 months must submit a Motor Vehicle Rental Tax Application (RT-423). If required by the locality, a copy of their business license must also be submitted. There is no application fee.

DMV reviews the application. If it is approved, DMV assigns the customer a rental tax number, issues a certification of registration, and mails the certificate to the customer.

The certificate of registration must be conspicuously displayed at all times at the business location indicated on the certificate.

Submitting the Application

DMV offers three options for submitting applications for certificate of registration to collect the Virginia motor vehicle rental tax. These are:

  • In person by visiting a DMV customer service center
