Law Enforcement Services
DMV Law Enforcement Services (LES) enforces and administers the laws of the Commonwealth, with special emphasis on DMV-related matters.
DMV Law Enforcement investigates all complaints against dealers, including those licensed by the Motor Vehicle Dealer Board, which allege a violation of criminal law. Typical investigations include: driver license and title fraud, odometer fraud, misuse of dealer plates and temporary tags, curbstoning, sales and use tax evasion, and motor vehicle theft. In addition, Agents regulate all of the dealers licensed by DMV to ensure continued compliance with applicable laws and regulations, including conducting routine inspections of business locations and records.
DMV Law Enforcement also conducts the required physical examinations of salvage vehicles and installs DMV-issued VIN plates. All DMV Special Agents are sworn police officers, with full powers of arrest.

Fuels Tax Enforcement
Fuels Tax Enforcement is responsible for the oversight of motor fuel distribution in Virginia and insures excise taxes due are collected in a fair and efficient manner. Agents monitor terminals, suppliers, distributors, retailers, and end users for signs of tax evasion or avoidance. A major component of this activity is active enforcement of laws pertaining to unlawful use of "dyed" diesel fuel in highway vehicles. Fuels Tax Enforcement frequently conduct highway checks to identify persons using untaxed dyed diesel in their trucks or cars.
Fuels Tax Enforcement is also responsible for the oversight of passenger and property carriers operating in Virginia. Agents routinely monitor highways and commercial areas throughout the state to deter unlicensed operators. In addition, agents investigate citizen complaints about carriers and take regulatory action against violators when appropriate.
Other tasks performed by Fuels Tax Enforcement include:
- Support to DMV mobile weighing operations
- Collect outstanding liquidated damages owed to Virginia
- Investigate and resolve issues associated with commercial vehicle registration
- Enforcement of IFTA and IRP regulations

Operations Support Services
The main function of Operations Support Services (OSS) in the DMV Law Enforcement Division (LED) is to provide support for both Law Enforcement Services (LES) and Fuels Tax Enforcement (FTE). OSS is the main contact for complaints from Citizens of the Commonwealth, Commonwealth employees, and other Law Enforcement divisions around the country; these complaints are then sent out into the field to be investigated by either LES or FTE. Any routine questions or any needed help with investigations from other Law Enforcement divisions and Commonwealth employees or citizens can be routed through OSS. Requests made for expunged records are also handled by OSS Agents. OSS also provides a Law Enforcement presence for the DMV Headquarters building and assists the security team with any issues that may arise.
