Sign Up for webCAT

To become a webCAT user, a Virginia IFTA and/or IRP account(s) must be established and the account(s) must be current and in good standing.

Motor carriers may appoint an accountant, bookkeeper or agent to process transactions on their behalf by executing an agreement appointing the agent to represent them. The agreement may be completed and printed by selecting the appropriate option on the following screen. Accountants, bookkeepers and agents may assist carriers with the completion of the agreement by choosing the appropriate option.

Accountants, bookkeepers and agents must also complete an agreement with the Department of Motor Vehicles. Only one agent agreement is required for the use of the webCAT system regardless of the number of carriers represented. The agent agreement may be completed and printed by selection the appropriate option on the following screen.

The IFTA account number is required to sign up to conduct IFTA transactions through webCAT. The IFTA account number assigned may be obtained from the IFTA License as shown below:

The IRP account number and fleet number are required to sign up to conduct IRP transactions through webCAT. The IRP account number and fleet number may be obtained from the IRP Apportioned Cab Card as shown in the example below:
