Obtain a Replacement Driver's License While Outside of Virginia

  1. You may request a replacement driver's license packet. This packet will include:
    • Driver's License and Identification Card Application (form DL 1P)
    • Re-Establishing your Virginia Residency or Qualifying for a Virginia Address Requirement Exception (DMV 143)
    • a Credit Card Charge Authorization (FMS 99)
    • a return envelope
  2. Complete and sign the application enclosed in the packet. For your convenience, you may apply to register to vote, change your voter registration address, or become an organ, eye and tissue donor by mail when you complete the application.
  3. Return the application in the return envelope, along with a check or money order for $20 or the completed credit card charge request.
  4. Once DMV receives these documents, we will issue a driver's license if you have a digital image available in DMV's records. If no digital image is available in DMV's records, you must visit a DMV customer service center to have your photograph taken.
