Registering Rental Vehicles

A rentor who holds a valid certificate of registration is eligible to title and register rental motor vehicles. Rentors will be asked to supply their rental number when submitting an application for title and/or registration.

Vehicles titled as rental are exempt from the 3 percent Motor Vehicle Sales and Use Tax and some local taxes. Rental motor vehicles are to be used exclusively for rental purposes and must produce rental income. Motor vehicles used for non-revenue producing purposes are not eligible for registration as rental motor vehicles.

Rental license plates are valid only for the motor vehicle to which they are registered. Whenever the rental motor vehicle is sold or is no longer being used exclusively as a rental motor vehicle, the rental license plates must be returned to DMV or re-registered to another rental motor vehicle.

Submitting the Application

To title and register rental vehicles, submit the Application for Title and Registration (VSA-17A) and the appropriate fees.

DMV offers two options for submitting the application:

  • Mail to: The Department of Motor Vehicles
    Vehicle Services
    P. O. Box 27412
    Richmond, VA 23269
  • Visit any of our customer service centers
